The outwash city. Downtown sits on Westland, Ockley and Fox soils, and a lot on the terrace perc-tests nothing like a lot two miles east on the till plain.
Indianapolis is the only place we work where the ground under the city is fundamentally different from the ground around it. The White River valley is outwash, with Westland, Ockley and Fox soils under downtown and hydraulic conductivity in the valley aquifer measured around 340 feet per day. Two miles east, on the till plain, you are back to dense till and Crosby. A drainage plan that works beautifully on the terrace can be entirely wrong for a property on the till, and vice versa.
The second Indianapolis-specific fact is the combined sewer system. Roughly a quarter of the system is combined, with 133 overflow points, billions of gallons a year and a consent decree behind the DigIndy deep tunnel program that came fully operational in January 2026. For a homeowner the practical meaning has not changed: clear water from a sump pump, a yard drain or a downspout tied into a combined lateral is capacity taken from a system under pressure, and it is worth disconnecting.
Then there is the age of the housing. Older Indianapolis stock means water problems with long histories. Clay tile that has collapsed, sewer laterals that need a spot repair, basements wet for so long the owner stopped mentioning it. It is also where directional boring earns its keep, because you cannot open trench a mature front lawn with a century of tree roots, a drive and a walk in the path without creating a bigger problem than you fixed.

Because of what is in the way. On an older Indianapolis property the path from the house to the street usually crosses a mature lawn, established trees, a walk and a drive. Boring puts the new line underneath all of it and leaves you a pit at each end instead of a trench down the whole property, and it spares the root systems that would otherwise take years to recover.
Often, yes, if the failure is a defined section rather than a line that has failed end to end. What matters is looking at the whole lateral first, so you are not paying to repair one section of a pipe that is going to fail again ten feet further down.
It can be either, and the honest answer needs a look. In combined-sewer parts of the city, surcharging in a heavy rain is a system issue. On your property, water arriving at the foundation from grade or roof runoff is yours to solve and usually cheaper than people expect.
