What Clermont actually does with water

Clermont is an older town on the northwest edge of Marion County, with a median build year around 1966, roughly 59% predating 1970 and 88% predating 1980. Like Speedway, Beech Grove and Southport it is a mid-century town that has largely stopped growing, and the work follows from that: aging laterals, absent perimeter drains, original grading and clear-water connections that were normal when the houses went up.

Where Clermont differs from those towns is the permitting. Speedway, Beech Grove, Lawrence and Southport are all carved out of the Indianapolis Phase I MS4 and run their own programs. Clermont is inside it, and cannot adopt a lesser standard than the city. If your project needs a stormwater permit here, it is the city's standard that applies.

Clermont sits in the Eagle Creek watershed, and it is worth being precise about that, because Eagle Creek is gauged at Clermont rather than running through the middle of it. Whose stormwater rules apply in Clermont?
